An analysis of the reform initiative undertaken in Wagga Wagga from 1991-1995. Local Police, supported by the civilian Community Consultative Committee, adopted the New Zealand Family Group Conference, and adapted it with the help of local academics and others. The resulting "Wagga Model" is subject to quantitative analysis, and to detailed qualitative analysis based on conference transcripts and extensive interviews with participants. The report includes the full statistical analysis, edited excerpts from interviews, and a consideration of theoretical implications. Although it has since been substantially revised, the original training manual developed for the program is included as an appendix.
