Turgeon sketches the history of over-representation of indigenous people in the criminal justice system in Queensland. A review of this situation recommended various responses to address it. One recommendation led to community placement centers in remote communities as diversion from secure custody for indigenous offenders. Turgeon describes the centers, and discusses particular issues that have adversely affected their operations. These issues have to do with management of the centers and prisoner willingness to participate in them.
