In 1997 the Minnesota Department of Children, Families & Learning (CFL) published Restorative Measures: Respecting Everyone’s Ability to Resolve Problems to describe the practice of restorative justice to school aides, administrators, and classroom teachers. To significant degree, it stemmed from concerns among CFL staff about zero-tolerance policies and their effects in schools. In this article, Nancy Riestenberg reports on CFL efforts in Minnesota schools to implement and evaluate restorative practices over a three-year period (1998-2001).
