This dissertation focuses on the colonization process with regard to federal Indian policy and the transformation of indigenous systems of law and government in Indian communities. The Gila River Indian Community. Alternative approach to delinquency is discussed. Theories of colonialism and cultural change are employed to explain the conflict which surrounds juvenile justice in Gila River Indian Community and the limitations of federal Indian self-determination policy.
