This Staff Brief was prepared for the Wisconsin Joint Legislative Council’s Special Committee on Faith-Based Approaches to Crime Prevention and Justice. The purpose of the Special Committee is to study means for supporting faith-based approaches to lessening crime rates, lowering recidivism, and achieving restorative justice in the aftermath of crime. The several parts of the Staff Brief consist of the following: Part I describes current state-funded faith-based crime prevention programs in Wisconsin; Part II surveys faith-based crime prevention programs in other states; Part III explains the concept of restorative justice; and Part IV examines constitutional constraints on the provision of public funds to religious organizations for use in crime prevention and intervention.
