The anniversary is being marked especially during National Crime Victims' Rights Week (April 21-27, 2002) with the slogan, "Bringing Honor to Victims." The first grass roots organizations were founded in 1972 in Saint Louis, Missouri; Oakland, California; and Washington, D.C.; and those founding organizations are still thriving and providing services to victims of crime. Against this background, Seymour identifies several concrete ways communities can "bring honor to victims" within a framework of restorative justice.
