This document consists of papers presented at a conference held at the University of Stirling, 15-17 June 1998. Participants in this invitation-only conference included representatives from governmental agencies and voluntary organizations that deal with young people and juvenile justice issues. The main categories about which the papers are focused are these: early intervention; restorative justice; diversity (issues relating to female offending); and programs for young offenders. Additional materials at the end of the document deal with the following topics: children in the justice system in Britain and Ireland; young people and crime in Scotland; practice and procedures for the treatment of young offenders in the Republic of Ireland; and a brief overview of juvenile justice in Ireland.
