This discussion paper lists the Commissions recommendations for giving the traditional Community Dispute Resolution Structures a formal place in the South African system. These community structures are seen as dispute resolution and peacemaking structures that provide a "first-aid" justice. The recommendations include the need for parliament to officially recognize the Community Dispute Resolution Structures, ensure voluntary participation create legal mechanisms to ensure the completion of agreements.
