The Kansas Department of Corrections Division of Parole Services has developed a community service program for some of its noncompliant offenders. Since 1995, Kansas parole officers have used community service as part of its Graduated Sanctions Grid to respond to offenders’ violations. The goal is reintegration of offenders into the community – thus turning offenders from resource takers to resource providers. Etter and Hammond review the Kansas program. They locate community service in a restorative justice framework, describe the foundations for establishing a successful community service work program, and summarize outcomes from the Kansas program.
