Condliffe notes that one of the most significant responses to problems in the criminal justice system, especially in relation to youth offenders, has been the development of victim-offender mediation. From developments in victim-offender mediation programs, the conferencing process has emerged. Conferencing brings together individuals directly involved in the criminal offence as well as the wider “communities of careâ€? affected by the offence.
