This report is an evaluation of an adult victim-offender mediation program in Saskatoon, Canada. The evaluation did not include interviews with victims or offenders. It consisted of a process review comparing recidivism rates of various groups. The report provides an explanation of the evaluation process; a detailed description of this particular victim-offender mediation process; an examination of issues relating to the process itself; a consideration of the objectives of victim-offender mediation and the achievement of those objectives; a sketch of key questions for future research and evaluation; and a summary of recommendations for the victim-offender mediation process. Statistics are provided in the report to undergird the evaluation.
