Although appeals to ‘community’ are far from new they have come to be made with increasing frequency. Over the last ten years or so, ‘community’ has become something of a policy buzzword which has been attached to a diverse range of ideas and initiatives (Crawford, 1999). The increased use of this term has been evident in the drugs and alcohol fields. ‘Communities’ provide one of the four key elements of the national drugs strategy and, according to the Prime Minister, Tony Blair.
