In this article, Sue Raikes, chief executive of the Thames Valley partnership, reflects on the origins and characteristics of the Partnership. The Partnership started five years before as a small organization focused on community safety, a concept known then only to a few. After years of work, the Partnership, in collaboration with numerous other organizations and agencies, has helped to bring the notion of community safety into the mainstream of government policy. With all of this in mind, Raikes then discusses in detail the two key principles that guide and inform the efforts of the Partnership, namely, partnership and prevention.
