Richard Morris-Adams is the chair of the Board of Trustees for the Thames Valley Partnership. In his foreword to this collection of papers, Morris-Adams traces in broad outlines the history of the Partnership since its inception in 1993. He notes in particular that the Partnership was one of the pioneers of collaborative partnerships between public sector organizations. He also points out that in its five-year history the Partnership has gained support from the private sector and from policing authorities, and has influenced policies beyond local and regional boundaries.
