A recent re-authorization bill (HR 2215) sent to Congress provides funding to states that support programs that emphasize “the moral accountability of an offender toward the victim and the affected community…â€? Juvenile justice programs have received federal grants to start victim-offender dialogue programs. These grants are awarded in 12-month increments for no more than three years. The programs that use the grants hope to reduce risk factors associated with juveniles and decrease behavioural problems.
