As a social movement, restorative justice has gone through several phases ranging from visioning to implementation. It is now in a strategic phase. As we decide how we want this phase to proceed, we need to keep in mind that there are social structural issues that need attending to as well. If we seek to empower communities as we restore those who have been harmed, we will achieve a restorative justice that is simultaneously transformative, one that pays attention to the needs of all.
