This chapter discusses restorative youth justice in England and Wales. Specifically, it reviews the New Labour Government’s attempts to institutionalize features of restorative justice as components of youth justice reforms in England and Wales. The chapter is divided into two main parts: an overview of recent youth justice reforms and the implementation of youth offender panels and referral orders. The purpose of this chapter is to examine the tension between restorative ideas and the managerial emphasis on policy.
