On being elected in 1997 the Labour Government in England and Wales outlined its purposed changes to the youth justice system. It argued that the youth justice system needed to change and become guided by the key restorative justice principles of "responsibility, reintegration, and reparation." In 1999, a new sentence for young offenders was introduced in England and Wales called the "Referral Order." (exerpt).
