The first state to adopt a Community Corrections Act (CCA) was Minnesota. Iowa and Colorado also enacted their own CCAs that were reflective of their own traditions, attitudes and values. The similarities and differences of four major CCA models are discussed according to several characteristics: goals, administrative structures, roles played by citizens, funding schemes, level of emphasis on reduction of prison and jail populations and offender target populations.
