This handbook examines the issue of reconciliation in two contexts: transitions from authoritarian rule to democracy, and transitions from war to peace. Since the early 1970s, the world has witnessed a series of transitions to democracy -- predominantly in southern Europe in teh 1970s, in Latin America in the 1980s and in Africa and Eastern Europe in the 1990s.
