Source: (2000) VOMA Connections. Autumn 2000, number 7:8.The authors of this article – Tara Ronayne and Stephanie Saybyan – present a case-study of an arson offense by two juvenile males in which the offenders burned a number of outdoor toilets. Ronayne and Saybyan are probation officers and conference facilitators with Dakota County Community Corrections (Minnesota). They arranged a conference process with the youth offenders and representatives from various county agencies affected by the offenses (parks and recreation, maintenance, and fire). The process is described in some detail, including pre-meetings, contacts with relevant people and companies, the conference itself, and the restitution agreement that resulted.
