On behalf of the Home Office (United Kingdom), Denis Allnutt conducted a review of statistics on the efficacy of sentencing. The purpose was to review the quality of relevant statistics in order to support informed and public debate and official policymaking. This paper represents a draft to elicit comments from interested parties. The review itself considers six aspects of the efficacy of sentencing: incapacitation; general deterrence; rehabilitation and specific deterrence; punishment; public confidence; and reparation.
