Penwill discusses the strengths of the TRC on the basis that it is not a formal legal construct. The broad based setting allows for the hearing of stories and emotions that would have been lost in a purely legal construct. He also point out that although the amnesty feature has been highly criticized it has opened the door for testimony to long hidden torture practices. These features allow more space for healing and vindication for the stories of victims.
