For a little over a year now, Outagamie County has engaged in an innovative way of dealing with young offenders who commit minor crimes. Young offenders may appear before a panel of three community members, usually retired individuals or senior citizens who determines how the offender will be held accountable for his or her wrongdoing. The program is called “community courtâ€? and is the only one of its kind in Wisconsin. (Excerpt)
