This is the second part of an article reviewing the development of peacemaking circles as part of a restorative approach to justice. The first part was published in the previous issue of the Crime Victims Report. The two articles together report on the key findings of the first study of circles completed in the United States. The first part looked at the use of peacemaking circles in South Saint Paul, Minnesota, and participant reactions to the process. This second part describes program development and policy issues, and the impact of the circles on the community.
