Various research projects concerned with victim-offender relationships are outlined. The projects' positions are polemic to the conflict enhancement orientation typical of contemporary criminal justice service. The projects are based on the assumption that crime is conflict between offender and community, or between offender and victim, both parties as community members. The roles of the agencies are to prevent conflict, resolve conflict, and restore harmony between offender and victim and offender and community.
