Russell, a victim services provider, outlines a number of questions relating to victims' needs. The questions deal with these basic areas of need: safety; information; choice; testimony; validation; and restitution. They provide a good 'check list' to measure the effectiveness of a correctional agency's restorative justice programs relevant to victim sensitivity, and respect for the victim's participation.
