Beginning in fiscal year (FY) 2004, the Minnesota Department of Corrections (DOC) has collected survey data that measure the perceptions of offenders, victims, and community members who have participated in state-funded restorative justice (RJ) programs. Participants were administered pre- and post-process surveys immediately before and after the RJ meeting and later were mailed a final, follow-up survey. Between FY 2004 and FY 2007, survey data were collected from 4,598 participants on the pre-process survey; 3,986 participants on the post-process survey; and 1,135 on the follow-up survey.
