Zehr and Achilles identify 10 needs of victims that must be met in order for restorative justice programs to appropriately involve the victim in the process. Among the range of concern, the victim’s needs for representation in RJ programs design, for their safety during participation, for complete information on risks and benefits, for confidentiality, and for choices and control over how their needs will be met are key issues.
