This paper consists of a report by Christina Stahlkopf of her ongoing research into the new youth justice system in the United Kingdom. This system is emerging based on changes in philosophy and practice initiated by the New Labour government in the late 1990s. Fundamental to this approach is a focus on preventing offending behavior, largely through early intervention with those identified as being youth “at risk.â€? Stahlkopf examines the meaning and practice of early intervention, restorative measures in response to youth offending, and tensions in the youth justice system resulting from the new directions.
