The Juvenile Court occupies a pivotal position in the juvenile justice process. Indeed, because of this, the Juvenile Court has undertaken the role of being the prime mover of change in the implementation of many innovative measures to deal with juvenile offending and delinquency. These include family conferencing, family care conferencing, the youth family care program, community service orders, peer mediation, and more. In view of all of this, Judge Tay Swee Keng in this paper surveys the jurisdiction, judicial philosophy, and programs of the Juvenile Court in Singapore. In particular, he examines and explains the restorative model of the juvenile justice process in Singapore.
