According to Tammy Kirkland and Peter Braun, two organizations in Saskatchewan have taken a parallel and often shared path in developing and supporting a provincial community-based infrastructure of alternative measures for youth and adults. The organizations are the Community Services Branch and the Young Offender Programs, Corrections and Public Safety. In this paper Kirkland and Braun chronicle the development of that model. In so doing they explain the philosophical beliefs and core values underlying the model; and they summarize the results, challenges, critical learning, and related benefits from this approach.
