Source: (1999) Paper presented at the Restoration for Victims of Crime Conference. Australian Institute of Criminology and Victims Referral and Assistance Service. MelbourneHerman explores the needs of victims. She lists the strengths and weaknesses of both community and restorative justice. Herman envisions a system of justice that reacts to a victim instead of to the crime or the offender. This means meeting all of a victims needs including therapy, job placement, daycare, etc. This goes beyond restitution and the ability to express emotion in a restorative encounter.
