The problem with a justice system based only on laws, however, goes beyond the fact that the laws are biased in favour of an élite. In order to administer the “law,” justice is removed from the community and placed in the hands of “experts”: judges, lawyers, prison officials, etc. These professionals, though they may be well-meaning, have a very different focus from that of the community. As a result, while extensive time and effort is spent arguing over points of law, issues that are important to the victims and to the community are neglected.(excerpt)
