According to Koen Devroey, the Flemish government, in accord with its social welfare policy towards victims and offenders, finances restorative projects in three prisons. The aim is to give prisoners a restorative option for dealing with their offenses. There are two major components to the projects: one is a course to bring the victim into focus; and the other is an offer to arrange victim-offender mediation. In this paper, Devroey provides an overview of the Flemish context, the conceptual bases for the Flemish projects, and initial results from the programs. Devroey also examines particular questions and challenges for the future of these restorative initiatives.
