In 1996 the state of Arizona passed legislation providing rights for the victims of juvenile offenses. To ensure these rights, a Victims Rights Unit (VRU) was established in the Maricopa County Juvenile Probation Department. The unit’s philosophical base is restorative justice. Carpenter shows how the VRU serves both the victim and the court by looking at the functions of the VRU, benefits of the VRU, and the potential of the VRU in other courts. A particular case is highlighted to illustrate how the VRU operates.
