While outlining the history of the youth court, Daly opens the discussion of the working partnership between formal and informal justice processes. She points out how conferences contain some formal elements such as lawyers being present. At the same time, the formal process can include informal elements such as a judge sitting at the table with the offender instead of at the bench.
