This document consists of a report on the principles and practices of the Department of Youth Services in Latah County in North central Idaho. The foundation for restorative justice in Latah County was laid when the Idaho Department of Juvenile Corrections adopted the Balanced and Restorative Justice (BARJ) model, emphasizing direct offender accountability to victims, competency development of offenders, and restoring the harm of crime. The Council on Reconciliation and Restorative and Transformative Justice (CRRTJ) has assisted Youth Services in Latah County with victim-offender mediation and restorative conferencing in particular.
