This paper considers some aspects of a victim focused preoccupation with the rights and interests of crime victims and the dangers of this as a reference point for legislation, policy and practice. Connections with the involvement of police in juvenile justice programs are discussed. It is argued that police should not manage family group conferences because of the dangers of coercion to participants, dangers of increased police powers, lack of police impartiality, and the diversion of resources from primary prevention institutions.
