In this paper Ciko outlines key aspects of developing a therapeutic program with a custodial setting for juveniles. This begins with her discussion of significant stages in program development: determining the boundaries and limits of the program; identifying the features of the program within the custodial center; and moving in the community to provide a seamless service. She illustrates these ideas by describing a Young Women in Custody Program at a particular juvenile justice center.
