This manual explains the nature, benefits, and uses of neighborhood justice centers for mediating disputes and gives step-by-step instructions for mediators to use during the mediation process. The guidelines are based on the procedures used in the mediation program in Houston. The methods used to train mediators and the forms and procedures used in the Houston program are also presented. Implementation issues are also discussed.
