With overcrowded, costly prisons, and multiple, contradictory goals in sentencing, Canada faces serious problems in its criminal justice system. Evans describes this situation and reports the findings of a 1987 sentencing commission in Canada. While Canada has a high rate of incarceration, and public opinion generally views the courts as too lenient in sentencing, the sentencing commission recommended a number of changes in sentencing to reduce the rate and duration of incarceration, and to increase the use of alternative sanctions (such as community sanctions).
