To advance justice for crime victims, Seymour reviews the crime victims’ movement and the current status of crime victims in the United States. She argues that when restorative justice works, crime victims constitute the center of our response to crime. In this article she focuses on two principles she considers key to crime victims: (1) victims and the community are central to justice processes; and (2) the first priority of justice is to assist victims. Seymour concludes by identifying certain considerations for practitioners and ways to make restorative justice a reality for victims.
