Moeser considers the viability of the juvenile justice system as an effective process for protecting the community and rehabilitating youthful offenders. While the system is being questioned by many, Moeser advocates for reclaiming juvenile justice through a balanced and restorative justice approach. The three primary goals of this approach are these: community protection; offender accountability; and competency development. Moeser also points to emerging connections between balanced and restorative justice and advocates of community justice.
