Hvass contends that the pathways to crime for women are different than those for men. On this basis, Hvass urges gender-specific programs for women offenders. One of the aims, in accord with restorative justice principles, should be to challenge women offenders to take responsibility for the harm they have caused. Hvass then outlines options for balancing programs for women offenders with a restorative justice approach.
