Moore remarks on the successes of the restorative justice movement in effecting changes in the criminal justice system in the last two or three decades. At the same time, he notes that African-Americans, Native Americans, Latinos, and other non-white people, feel that the criminal justice system is racist in significant ways, making them victims even when they might be offenders before the law. Therefore, Moore urges restorative justice advocates and practitioners to acknowledge racism and to work against it in the current system and in structures and practices of restorative justice.
