Seymour and Gregorie state that a new framework is emerging as juvenile justice and juvenile corrections professionals seek approaches that focus on prevention, early intervention, and a greater emphasis on victims’ needs. This framework seeks to balance the rights and interests of young offenders, their victims, and the community. In this perspective, all three groups are viewed and engaged as clients of juvenile justice services and as resources for effective responses to youth crime. Seymour and Gregorie explain the restorative justice values that provide the philosophical foundation for this framework, as well as practices that stem from and apply those values.
