According to Antonio Beristain, three institutions in Spain look after the victims of terrorism: the university, the justice system, and the church. He examines their achievements in this endeavor in order to understand them better and to develop their potential to the fullest. As background, he begins by presenting objective data about terrorism in Spain. Then he treats the following topics: the need to establish professorships of victimology in universities; new protections for victims in the penal code in Spain; and the need for the church to re-discover and apply the parable of the Good Samaritan in opposing terrorism and assisting victims.
