Mark Sherman notes that there has been significant discussion in recent years about transnational crime. Much of the discussion has been about the need for assistance and cooperation in transnational matters and the use of international instruments for assistance and cooperation in, for example, extradition, mutual legal efforts, and prisoner transfer regimes. Sherman urges that the discussion be broadened to cover issues of restoration of victims and communities affected by transnational crime, and reintegration of foreign offenders.
