Justice Navanaethem Pillay gave this welcoming address at the second “African Dialogueâ€? conference, organized by the Office of the High Commissioner for Human Rights in collaboration with the International Criminal Tribunal for Rwanda. The theme of the conference was dialogue about justice and reconciliation, characterized by Justice Pillay as two distinct but interrelated objectives in post-conflict societies. To frame the dialogue, he discusses the creation of the International Criminal Tribunal for Rwanda (ICTR), the imprint of the ICTR on international criminal justice, and the delicate balance between justice and reconciliation.
